Building Inspections

As part of our response to the spread of COVID-19, we have implemented changes to our building permit process.

  • Permits that do not require a plan review (i.e. water heater, water softener, furnace, AC) can be secured and paid for online through ePermits. Another option is to drop off the permit application at the Building Inspections counter in City Hall. Leave the permit application with cash or check for $41 in the basket on the counter. Permits will be processed and emailed as soon as possible.
  • Permits for lower level finishes and remodels that require a plan review should be submitted through email at permits@lakevillemn.gov. Another option is to drop off the permit application at the Building Inspections counter in City Hall. Once payment is received permits will be emailed. Inspections will be done virtually for basement finishes and remodels of occupied homes. Call 952-985-4440 to set up a virtual inspection. We will need an email address where we can send you instructions to download the Amazon Chime app and send you a link to join the virtual inspection. Permits will be emailed.
  • Permits for swimming pools that require a plan review should be submitted through email at permits@lakevillemn.gov. Another option is to drop off the permit application and survey at the Building Inspections counter in City Hall. Leave permit application and survey with cash or check for $51 in the basket on the counter. Permits will go through plan review, then be processed and emailed as soon as possible. 
  • New home and commercial/industrial permits are required to be submitted electronically at permits@lakevillemn.gov and will be reviewed electronically. Once the review is completed, the permit will be issued once payment is received. Permits will be emailed.
The Building Inspections Department is responsible for enforcing the Minnesota State Building Code. This includes plan review, permitting and inspections of all new commercial and residential structures. Building Inspections also reviews additions, alterations and remodeling of existing commercial and residential structures, and enforces the Property Maintenance Code as it applies to existing structures on a property.

Building Permits

 
According to the Minnesota State Building Code and City Ordinance, permits are required to construct, enlarge, alter, repair, move, demolish, or change the occupancy of a building or structure, or to erect, install, enlarge, alter, repair, remove, convert, or replace any gas, mechanical, electrical, plumbing system, or other equipment, the installation of which is regulated by the code. Download a list of work exempt from permit (PDF) per the Minnesota State Building Code. If you have questions about whether or not a permit is required, contact Building Inspections before starting any work.

ePermits (Residential)


The City of Lakeville ePermit system can be used to apply for and obtain simple residential permits that do not require the plan review process. The ePermit system can also be used to look up permits issued to a property and see if the permit received final inspection approval. When searching this site, if any permit does not have a final date and the work was completed, contact Building Inspections to schedule a final inspection. Many times, final inspections are not scheduled and permits are still open. 

Apply for an ePermit for the following projects:

  • Air conditioning (new or replacement)
  • Electrical
  • Fireplace
  • Furnace replacement
  • Garage heater
  • Gas piping
  • Lawn sprinklers
  • Re-roofing
  • Re-siding
  • Ventilation (HRV or ERV)
  • Water heater
  • Water softener

Permit Submittal


Building permits requiring plan review (i.e. decks, porches, lower levels, additions, remodels) can be submitted via email to permits@lakevillemn.gov or in person with paper copies to the Building Inspections counter at City Hall. All are required to submit an application, a copy of plans and survey (if required). Permit submittal checklists can be found on the Project Requirements page along with informational handouts. Digital permit submittal is required for new single-family homes, new commercial projects and commercial additions/alterations. Download and submit fillable PDFs for these projects and follow all instructions for submittal.
